Security Assistant (G5)

Background: 

This is an extra-budgetary position. The initial contract will be issued for a period of one year, with a possibility of extension subject to availability of extra-budgetary funds.

It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis. 

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. The ODIHR’s activities are implemented in 57 participating States in accordance with the ODIHR’s political mandate. Among the ODIHR’s main fields of activity are election observation and large number of assistance projects in the areas of democratic institution building, the rule of law and human rights. 

The main objective of the Common Services Department is to support the programmatic departments so that they can fulfil the ODIHR mandate and achieve the strategic objectives. The Common Services Department is headed by the Second Deputy Director, reporting to the Director of ODIHR.  Within the Common Services Department, there exists the Logistics and Security Unit (L&SU), which serves as the main support hub for all ODIHR staff, providing both operational and technical assistance.

Tasks and Responsibilities: 

Under the direct supervision of the Logistics and Security Officer, incumbent performs the following functions: 

  1. Researching, collecting, updating and communicating safety and security information for ODIHR staff in Poland and other OSCE states related to election observation missions and field activities. 
  2. Travelling with the program team if needed, gathering security updates, and assessing major security incidents. 
  3. Monitoring political and national security developments, providing short-and long-term forecasts of security and safety trends within the OSCE. 
  4. Maintaining a statistical database that gathers data on security trends and significant incidents reported by law enforcement agencies and media sources. 
  5.  Liaising and co-ordinating matters related to the safety and security of the OSCE-ODIHR officials and personnel, including premises. 
  6. Providing input to periodic security and risk assessments (SRA) to identify safety hazards related to ODIHR premises security or a mission related activity. 
  7. In the absence of Logistics and Security Officer, provide security orientation briefings and trainings of various security procedures related but not limited to radio equipment, travel advisories, emergency procedures (Fire and Safety), existing restrictions in movement, restricted and hazardous area. 
  8. Other duties as directed by Logistics and Security Officer. 

Necessary qualifications: 

  • Completed secondary education, as well as specialized training in Policing or Military, or governmental specialized security services (e.g. national security agency, etc.), including international organizations (e.g. UN, EU, OSCE, etc.). 
  • A minimum of 5 years in policing, military or an international / national security agency (e.g. national security agent, international organization e.g. UN, EU or OSCE). 
  • Valid driver’s license (category B is mandatory, category C is desirable); 
  • Basic First Aid Training is desirable. 
  • Previous Expertise of drafting Security Risk Assessments is mandatory. 
  • Security Risk Management training, including SRA processes is mandatory. 
  • International Mission Deployment Experience is mandatory. 
  • Good drafting and reporting skills; 
  • Excellent oral and written communication skills in English, a good oral and written communications skills in Polish language. Ability to communicate both in oral and in writing in Russian is desirable. 
  • Advanced Microsoft Excel and Word is desirable. 
  • Experience of working in a multilateral/multicultural environment. 
  • Ability to establish and maintain effective work relations with different cultural and national backgrounds. 
  • Ability to work under time pressure and with tight deadlines;

Remuneration Package:

Monthly remuneration, subject to social security deductions, is approximately PLN 8,200. OSCE salaries are exempt from taxation in Poland.  Social security will include participation in the Cigna medical insurance scheme (current approximate deduction for a staff member is 56 Euro) and OSCE Provident Fund. The Organization contributes an additional amount equivalent to 15% of the employee's salary to this pension-style fund while the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System for general services employees.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
